You might even consider checking out some of the various blogging directories. Blogging directories are organized by category so you should be able to find a category that you're comfortable being a part of.
Rules regarding blogging are rather vague because there are no published rules you can refer too. You can express yourself in whatever way your may choose, however, it makes sense to use good judgment and proper etiquette when writing any content and posting to the internet.
